At the same time, any progress made by the Intergovernmental Conference and the administrative underpinning of the Foreign Minister should be taken into consideration for the structure of the Directorates-General operating in the external relations sphere.

It stated: [...] in view of reaching better health outcomes and attaining the internationally agreed health development goals, the EU will strongly support those developing countries who agreed to work towards the targets set by themselves for investments in health, such as in Abuja (15% of national budgets) [...] and [...] In this context, the Council recalls its conclusions on the UN Conference on Financing for Development in Monterrey, agreed by Foreign Ministers on 14 March and endorsed by the European Council in Barcelona whereby the Member States collectively commit themselves, as a first significant step, to increasing their overall ODA volume in the next four years.

Recently, the Prime Minister of Italy, Mr Berlusconi, made statements which essentially put the mass demonstrations calling for a different kind of globalisation on a par with terrorism. He also proceeded to make a number of comparisons and judgments about Western and Islamic civilisation which betrayed an ignorance of history and which the President-in-Office of the Council, the Belgian Foreign Minister, Mr Michel, described as barbaric, absurd and untrue.

Berlusconi, a fait des déclarations qui, en substance, identifiaient le terrorisme aux manifestations de masse réclamant une mondialisation différente et s'est lancé dans une série de comparaisons et de jugements portant sur la culture occidentale et celle des pays de l'islam, comparaisons et jugements démentis par l'histoire et qualifiés par la Présidence du Conseil de l'Union européenne, en la personne du ministre belge des Affaires étrangères, M. Michel, de presque barbares, stupides et dénués de fondement historique.

On a more general level, it follows on from the Communication entitled "Reinvigorating the Barcelona Process", adopted by the Commission on 6 September 2000 [3], the broad lines of which were approved by the Fourth Conference of Euro-Mediterranean Foreign Ministers in Marseilles on 15 and 16 November 2000.
Sur un plan plus général, la présente Communication s'inscrit dans le droit fil de la Communication «Un nouvel élan pour le Processus de Barcelone» adoptée le 6 septembre 2000 [3] par la Commission et approuvée dans ses grandes lignes par la IVème Conférence des Ministres euro-méditerranéens des Affaires Etrangères (Marseille, 15-16 novembre 2000).

13. Instructs its President to forward this resolution to the Council, the Commission, the OSCE, the Secretary-General of the United Nations, the Conference of Islamic Foreign Ministers, the Russian State Duma and Federal Council and the authorities in Chechnya, Dagestan and Ingushetia.

Instructs its President to forward this resolution to the Council, the Commission, the OSCE, the Secretary General of the United Nations, the Conference of Islamic Foreign Ministers, the Russian State Duma and Federal Council, the authorities in Chechnya, Dagestan and Ingushetia, to the member states of the Black Sea Cooperation Council and the governments of Afghanistan and Iran.

The Fifth Euro-Mediterranean Conference was held on 22 and 23 April 2003 in Valencia. It brought together the foreign ministers of the fifteen Member States of the European Union and of Algeria, the Palestinian Authority, Cyprus, Egypt, Israel, Jordan, Malta, Morocco, Tunisia and Turkey. Libya and Syria refused to take part.
La cinquième conférence euro-méditerranéenne a réuni, les 22 et 23 avril 2003 à Valence, les ministres des affaires étrangères des quinze États membres de l'Union européenne ainsi que de l'Algérie, de l'Autorité palestinienne, de Chypre, d'Égypte, d'Israël, de la Jordanie, de Malte, du Maroc, de la Tunisie et de la Turquie, le Liban et la Syrie ayant refusé d'y participer.
