The Commission organised the 2016 EU Colloquium on Fundamental Rights on the role of media in upholding democracy, fundamental rights and the rule of law.

Welcomes the Commission Communication on the Strategy for the effective implementation of the Charter of Fundamental Rights by the European Union referring among others to its preventing approach in the effective implementation, the importance of internal training on fundamental rights, the systematic check of the fundamental rights aspect of the Commission's impact assessments by the Impact Assessment Board, as well as the targeted communication measures tailored to various situations needed in this respect; furthermore welcomes the emphasis of the above-mentioned Commission Communication regarding the importance of the political criteria for accession laid down by the 1993 Copenhagen European Council requiring candidate countries to have stable institutions guaranteeing democracy, the rule of law, human rights and respect for and protection of minorities; the preservation of this criterion is supporting the protection of fundamental rights in the future Member States;
se félicite de la communication de la Commission sur la stratégie pour la mise en œuvre effective de la Charte des droits fondamentaux par l'Union européenne, qui fait notamment référence à son approche préventive dans le cadre de la mise en œuvre effective, à l'importance des actions de formation interne sur les droits fondamentaux, à la vérification systématique, par le Comité d’analyse d’impact, des aspects relatifs aux droits fondamentaux dans les analyses d’impact de la Commission, et aux actions de communication ciblée et adaptée aux différentes situations nécessaire dans ce domaine; se félicite également de l'accent que met la Commission dans sa communication susmentionnée sur l'importance des critères politiques pour l'adhésion établis par le Conseil européen de Copenhague en 1993, qui demandent que les pays candidats présentent des institutions stables garantissant la démocratie, la primauté du droit, les droits de l'homme, ainsi que le respect des minorités et leur protection; est d'avis que la préservation de ce critère favorise la protection des droits fondamentaux dans les futurs États membres;

Recalls that respect for the core values of the EU and protection and promotion of human rights and fundamental freedoms constitute common ground in the Union’s relations with third countries, and stresses that the EU is bound by the Charter also in this respect; in this regard, recalls that the promotion of democracy and of the rule of law goes hand in hand with the respect, protection and promotion of human rights and fundamental freedoms; underlines the fact that, within the new institutional structure of the EU, the European External Action Service (EEAS) can only offer an opportunity to enhance coherence and effectiveness in the sphere of external policy efforts to promote human rights and democracy if a human-rights-based approach to the service’s structure, resources and activities is endorsed; emphasises that the Union plays a leading role in the promotion of human rights in the world; in this regard, calls on the EU to ensure the effectiveness of the human rights clauses in the international agreements and to take into account the principles of the Charter when entering into agreements with third countries, as well as to maintain coherence between its internal and external human rights policy;
rappelle que le respect des valeurs fondamentales de l'UE et la protection et la promotion des droits de l'homme et des libertés fondamentales constituent un dénominateur commun des relations de l'Union avec les pays tiers, et souligne que la Charte est applicable dans ce contexte; rappelle à cet égard que la promotion de la démocratie et de l'État de droit va de pair avec le respect, la protection et la promotion des droits de l'Homme et des libertés fondamentales; souligne que, à l’intérieur de la nouvelle structure institutionnelle de l’UE, le Service européen pour l’action extérieure (SEAE) ne peut permettre d’accroître la cohérence et l’efficacité dans le domaine de la politique extérieure afin de promouvoir les droits de l'homme et la démocratie que si ce service adopte une approche fondée sur les droits de l’homme de sa structure, de ses ressources et de son activité; souligne que l'Union joue un rôle pionnier dans la promotion des droits de l'homme dans le monde; invite à cet égard l'UE à veiller à ce que les dispositions des accords internationaux relatives aux droits de l'homme soient effectivement appliquées, à garder à l'esprit les principes inscrits dans la Charte lorsqu'elle passe des accords avec des pays tiers et à assurer la cohérence entre ses politiques interne et externe relatives aux droits de l'homme;

Among the other international conventions protecting human rights and minorities, Croatia has ratified the European Convention on the Prevention of Torture, the European Charter for Regional and Minority Languages but has to sign the 1996 European Social Charter.
