The prospect of achieving full employment must be underpinned by resolute efforts to open up access to the labour market to as many people as possible; this in particular means firming up policies on the promotion of gender equality at work, on reconciling professional and family life, on helping older workers to keep their jobs, on combating long-term unemployment and (by mobilising all of the actors concerned, especially those working in the social economy) on providing the most vulnerable categories of people with the prospect of integration.

It held its first conference in October of this year in Manila, which was partially funded by CIDA. The purpose of the meeting was to work toward integrating gender as a cross-cutting concern within APEC programs, policies and projects.

Internationally, Canada is an active member of the Organisation for Economic Co-operation and Development, OECD, Development Assistance Committee, DAC, GenderNet working group on Gender Equality and Aid Effectiveness to promote the integration of gender equality into the international aid effectiveness framework.
Sur le plan international, le Canada est un membre actif du groupe de travail GenderNet sur l’égalité entre les sexes et l’efficacité de l’aide qui relève du Comité d’aide au développement, CAD, de l’Organisation de coopération et de développement économique, OCDE. Le but est de promouvoir l’intégration de cette problématique dans le cadre sur l’efficacité de l’aide internationale.

Issues related to reconciling professional and family life are one of the Council’s priorities and let me take this opportunity to recall that the concerns voiced by the honourable Member are exactly those broached at the last Informal Meeting of Ministers responsible for promoting gender equality (4 October), which analysed the following topics in particular: incorporation of the gender dimension in growth and employment; women’s entrepreneurial spirit and integration in working life; reconciling professional, private and family life for men and women.
Les questions relatives à la réconciliation entre vie professionnelle et vie familiale figurent parmi les priorités du Conseil. Permettez-moi de rappeler que les inquiétudes soulevées par l’honorable membre sont exactement les mêmes que celles soulevées lors de la dernière réunion informelle des ministres chargés de la promotion de l’égalité des genres (4 octobre), où les points suivants ont été analysés en particulier: intégration de la dimension du genre dans la croissance et l’emploi; esprit d’entreprise des femmes et intégration dans la vie professionnelle; réconciliation entre vie professionnelle, vie privée et vie de famille pour les hommes et les femmes.

However, there is still a great deal left to do where women’s rights are concerned; we have a long history of parliamentary work behind us, and it is precisely for that reason that we recognise how increasingly important it is to ensure that gender-related aspects are genuinely integrated into the work of the committees, and integrated in an effective and operational manner.
Cependant, il reste encore beaucoup à faire en ce qui concerne les droits de la femme. Nous avons derrière nous une longue histoire de travaux parlementaires et, pour cette raison, nous savons à quel point il importe d’assurer l’intégration efficace et opérationnelle de la dimension du genre dans le cadre des travaux des commissions.

Calls on the Member States to analyse, in close cooperation with research units and the groups concerned (women, families, entrepreneurs, local authorities and associations), the real needs of women and men in a disadvantaged environment, so as to enable them effectively to balance work and family life, while showing due respect for otherness and gender-specific differences, and calls on the Commission and Council to integrate the gender dimension in the annual reports on social cohesion;
26. prie les États membres d'analyser, en étroite collaboration avec des équipes d'enquête et avec les populations concernées (femmes, familles, entrepreneurs, collectivités locales, milieu associatif), les véritables besoins des femmes et des hommes en milieu défavorisé afin qu'ils puissent efficacement concilier vie professionnelle et vie familiale, tout en respectant l'altérité et les différences sexospécifiques, et demande au Conseil et à la Commission d'intégrer la dimension de genre dans les rapports annuels sur la cohésion sociale;
