In the discussions so far in the Committee on Constitutional Affairs on the possible revision of Rule 29 (formation of political groups) three issues have emerged.

ANNEX OF MEASURES FOR CLOSER POLITICAL DIALOGUE The following mechanisms for a closer political dialogue with the Europe Agreement signatories as a group could be considered: - one meeting at Ministerial level per semester in the format either of a special extended Council meeting or Troika; - one meeting at Political Director level per semester; - creation of the post of shadow European Correspondent in the associated countries. One meeting at Correspondent level per semester to prepare the meetings of Political Directors and to coordinate experts meetings (agenda; choice of suitable themes); - meetings at expert level per semester, in the margins of the EPC working groups, along the lines of the working group level political dialogue with the United States and the accession candidates.
LISTE DE MESURES DESTINEES A RENFORCER LE DIALOGUE POLITIQUE Le dialogue politique avec l'ensemble des signataires des accords européens pourrait être renforcé par les mécanismes suivants : - réunion semestrielle, au niveau ministériel, sous la forme d'un Conseil élargi ou d'une troïka, - réunion semestrielle au niveau des directeurs politiques, - création d'un poste de "correspondant européen" dans les pays associés et organisation d'une réunion par semestre au niveau de ces correspondants pour préparer les réunions des directeurs politiques et cooordonner les réunions d'experts (ordre du jour, choix des thèmes), - réunion semestrielle des experts, en marge des groupes de travail de la CPE, calquée sur le dialogue politique mené au sein des groupes de travail constitués avec les Etats-Unis et les pays candidats.
