Subsequently, the Treasury Board Secretariat considered the Committee's recommendations and prepared a Discussion Paper on its proposed changes to the use of Treasury Board Vote 5.

C. whereas the use of fossil fuels as an energy source has increased the levels of CO2 in our atmosphere and thereby contributed to global climate change; whereas the EU has set targets for renewable energy generation for 2020 and is currently working on a framework for climate and energy policy for 2030; whereas provisions on small-scale energy generation (microgeneration) currently exist but are dispersed across various legislative and non-legislative initiatives such as the Renewable Energy Directive and the Energy Efficiency Directive;
C. considérant que l'utilisation de combustibles fossiles comme source d'énergie a entraîné une augmentation du taux de CO2 dans l'atmosphère et a contribué, de cette manière, au changement climatique à l'échelle mondiale; que l'Union européenne a fixé des objectifs pour la production d'énergie renouvelable d'ici à 2020 et qu'elle élabore actuellement un cadre d'action dans les domaines climatique et énergétique à l'horizon 2030; considérant que s'il existe actuellement des dispositions sur la production d'énergie à petite échelle (microgénération), elles sont dispersées dans plusieurs initiatives législatives et non législatives telles que la directive sur les énergies renouvelables ou la directive relative à l'efficacité énergétique;

Considers that a coherent energy policy is essential for sustainable development which implies reduction of consumption, improved efficiency and use of renewable energies; recognises that a change in approaches to energy use should lead to a reduction by some 20% of current energy consumption in Europe; in this context, considers that the Spring European Council’s discussions on energy issues should lead to concrete actions in the field of energy saving, resource efficiency and to further promotion of renewable energy;
46. estime qu'une politique énergétique cohérente est indispensable au développement durable qui passe par une réduction de la consommation, une meilleure efficacité et par l'utilisation des énergies renouvelables; reconnaît qu'un changement dans la manière d'aborder l'utilisation de l'énergie devrait se traduire par une réduction de 20 % environ de la consommation actuelle d'énergie en Europe; estime, dans ce contexte, que les discussions du Conseil européen de printemps sur les questions énergétiques doivent déboucher sur des mesures concrètes dans le domaine des économies d'énergie, de l'efficacité des ressources et à une promotion accrue des énergies renouvelables;

1. considers that the production of biomass and renewable energy contributes to the reduction of energy dependency (as regards both oil and biomass imports) and promotes the diversification of energy sources, as prescribed in the Commission Green Paper, "Towards a European strategy on the security of energy supply" (COM(2000)0769) but must also be accompanied by more general thinking about our energy consumption and hence our way of life and methods of production with a view to consuming energy more efficiently (through the use of more renewable energy), but above all, consuming less energy; stresses that tackling the problem of climate change must be an objective of all measures in the field of bioenergy;
1. estime que la production de biomasse et d'énergie renouvelable contribue à la réduction de la dépendance énergétique (en matière d'importations de pétrole comme de biomasse) et encourage la diversification des sources d'énergie comme le prévoit le Livre vert "Vers une stratégie européenne de sécurité d'approvisionnement énergétique" (COM(2000)0769), mais doit aussi s'accompagner d'une réflexion plus globale sur notre consommation d'énergie et donc sur nos modes de vie et de production afin de consommer de manière plus efficace (par l'utilisation de plus d'énergies renouvelables) mais surtout moins d'énergie; souligne que toutes les mesures prises dans le domaine des bioénergies doivent viser à maîtriser le changement climatique;
