In particular, the Commission should be empowered to adopt certain measures regulating trade in species of wild fauna and flora, to adopt certain amendments to the Annexes to Regulation (EC) No 338/97 and to adopt additional measures to implement resolutions of the Conference of the Parties to the Convention on international trade in endangered species of wild fauna and flora (CITES) (hereinafter referred to as ‘the Convention’), decisions or recommendations of the Standing Committee of the Convention and recommendations of the Convention Secretariat.
Il convient en particulier d'habiliter la Commission à arrêter certaines mesures visant à réglementer le commerce des espèces de faune et de flore sauvages menacées d'extinction, à arrêter certaines modifications aux annexes du règlement (CE) no 338/97 ainsi qu'à arrêter des mesures supplémentaires visant à mettre en œuvre les résolutions de la conférence des parties à la convention sur le commerce international des espèces de faune et de flore sauvages menacées d'extinction (CITES) (ci-après dénommée «la convention»), les décisions ou recommandations du comité permanent de la convention et les recommandations du secrétariat de la convention.

4. The Commission shall adopt, where necessary, additional measures to implement resolutions of the Conference of the Parties to the Convention, decisions or recommendations of the Standing Committee of the Convention and recommendations of the Convention Secretariat.
4. La Commission adopte, lorsque c'est nécessaire, des mesures supplémentaires visant à mettre en œuvre les résolutions de la conférence des parties à la convention, des décisions ou recommandations du comité permanent de la convention et des recommandations du secrétariat de la convention.

7. Calls on the Commission to inform Parliament at an early stage about any recommendation for a temporary withdrawal of preferences in accordance with Article 16 of the Regulation and to ask for Parliament’s opinion in all cases of GSP+ beneficiary countries in which the ILO ‘Report of the Committee of Experts on the Application of Conventions and Recommendations’ contains indications of serious and systematic infringements of the implementation of ILO core labour conventions;
7. demande à la Commission de l'informer sans attendre de toute recommandation tendant à un retrait temporaire des préférences, conformément aux dispositions visées à l'article 16 du règlement, et de le consulter dans tous les cas où le rapport du Comité d'experts de l'OIT sur l'application des conventions et recommandations ferait état, de la part de pays bénéficiaires du SPG+, d'infractions graves et systématiques à la mise en œuvre des conventions fondamentales de l'OIT en matière de droits du travail;

42. Sees the need for the Convention to make provision for a monitoring committee that can issue recommendations and opinions on the implementation of the provisions of the Convention by the Parties and a dispute-settlement procedure;

The Advisory Committee had already strongly criticised this approach, and this criticism was echoed by the CoE Committee of Ministers who recommended that Denmark should look again, in consultation with those concerned, at the groups to which the Framework convention is applied.
