18. Canada has sovereign rights over the continental shelf of Canada for the purpose of exploring it and exploiting the mineral and other non-living natural resources of the seabed and subsoil of the continental shelf of Canada, together with living organisms belonging to sedentary species, that is to say, organisms that, at the harvestable stage, either are immobile on or under the seabed of the continental shelf of Canada or are unable to move except in constant physical contact with the seabed or the subsoil of the continental shelf of Canada.

In relation to the Mediterranean Sea, in conjunction with this Directive, the necessary actions were undertaken for the Union to accede to the Protocol for the Protection of the Mediterranean Sea against Pollution Resulting from Exploration and Exploitation of the Continental Shelf and the Seabed and its Subsoil (‘the Offshore Protocol’) to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (‘the Barcelona Convention’), which was concluded by Council Decision 77/585/EEC

Council Decision 2013/5/EU enables the EU to accede to the offshore protocol (Protocol for the Protection of the Mediterranean Sea against pollution resulting from exploration and exploitation of the continental shelf and the seabed and its subsoil), which came into force on 24 March 2011.

Without getting too technical, essentially, there is an international legal framework within which countries that are a party to the United Nations Convention on the Law of the Sea have agreed that you cannot have more than you are entitled to in terms of continental shelf, and you cannot have less than you are entitled to in terms of continental shelf.
Sans m'engager dans des explications trop techniques, je dirai que, essentiellement, il y a un cadre juridique international où les pays adhérant à la Convention des Nations Unies sur le droit de la mer se sont entendus pour dire qu'un pays ne peut prétendre à plus que la part du plateau continental à laquelle il a droit ni avoir moins que ce à quoi il a droit.
