The Contact Group on Piracy off the Coast of Somalia (CGPCS) was established on 14 January 2009 pursuant to UN Security Council Resolution 1851 (2008) to facilitate the coordination of actions among more than 60 states and organisations to fight piracy off the coast of Somalia.
Le groupe de contact sur la lutte contre la piraterie au large des côtes somaliennes (CGPCS) a été créé le 14 janvier 2009 au titre de la résolution 1851 (2008) du Conseil de sécurité des Nations unies afin de faciliter la coordination des actions de lutte contre la piraterie au large des côtes de la Somalie entre plus de 60 États et organisations.

From the 1st of January 2014 the European Union will assume for one year the chairmanship of the Contact Group on Piracy off the Coast of Somalia (CGPCS) with Maciej Popowski, Deputy Secretary General of the European External Action Service (EEAS) as EU chairperson.

Underlines the need for close strategic coordination among all security-related actors, in particular EU-NAVFOR ATALANTA, EUTM Somalia and EUCAP Nestor, as well as NATO (Operation Ocean Shield), the US-led taskforce CTF-151, the UN and AMISOM; notes the existence of international coordination mechanisms such as the Contact Group on Piracy off the Coast of Somalia (CGPCS) in New York and the Shared Awareness and Deconfliction (SHADE) mechanism in Bahrain; welcomes, therefore, the Council decision of 23 March 2012 to activate, for an initial two-year period, the EU Operations Centre in order to coordinate and increase synergies between the three CSDP missions in the Horn of Africa, as well as the Brussels-based structures, in the context of the Horn of Africa Strategy and in liaison with the EU Special Representative for the Horn of Africa;

27. Welcomes the work of the UN Contact Group on Piracy off the Coast of Somalia, which is an unprecedented forum for enhancing the level and quality of international cooperation in this field both between states and with all the major international organisations concerned;

9. Supports the recommendations made by the UN Secretary General to the Security Council to facilitate the apprehension and prosecution of suspected pirates, namely the options for creating special domestic chambers possibly with international components, a regional tribunal or an international tribunal and corresponding imprisonment arrangements, taking into account the work of the Contact Group on Piracy off the Coast of Somalia, the existing practice in establishing international and mixed tribunals, and the time and resources necessary to achieve and sustain substantive results;

Welcomes the work of the UN Contact Group on Piracy off the Coast of Somalia, which constitutes an unprecedented forum for enhancing the level and quality of the international cooperation in this field, among States and with all major International Organisations concerned; and encourages the EU to take up a coordinating role in this forum, especially in the field of (regional) maritime capacity building;

The EU recognises the need to target its technical and financial support in this sector most effectively, working closely alongside the UN-mandated Contact Group on Piracy off the Coast of Somalia, which plays an international coordinating role.
L'UE constate qu'elle doit cibler son aide technique et financière dans ce domaine afin qu'elle soit la plus efficace possible, en collaborant étroitement avec le groupe de contact sur la piraterie au large des côtes somaliennes créé au sein de l'ONU, qui joue un rôle de coordination à l'échelle internationale.

10. The EU notes that improved conditions on land will also contribute to tackling the root causes of piracy off the coast of Somalia.

In this regard, the EU welcomes the report of the Special Advisor to the UN Secretary General on Legal Issues related to Piracy off the Coast of Somalia, and looks forward to the further debate in the UN on the implementation of its recommendations.
À cet égard, l'UE salue le rapport du conseiller spécial du Secrétaire général des Nations unies pour les questions juridiques liées à la piraterie au large des côtes somaliennes et attend avec intérêt la poursuite des débats au sein des Nations unies sur la mise en œuvre de ses recommandations.
