2. Calls on the Government of the Democratic Republic of the Congo to promote and protect democracy and human rights in accordance with its constitutional provision and laws and the international instruments for the protection of human rights ratified by it; calls on the DRC Parliament to resume its deliberations with a view to adoption of the bill on the protection of human rights activists and the bill on the creation of a national human rights commission;
2. demande au gouvernement de la République démocratique du Congo de promouvoir et protéger la démocratie et les droits humains conformément aux dispositions constitutionnelles et législatives congolaises et aux instruments internationaux de protection des droits humains ratifiés par la RDC; demande au parlement de la RDC de relancer ses discussions en vue de l'adoption du projet de loi sur la protection des défenseurs des droits de l'homme et du projet de loi portant création de la commission nationale des droits de l'homme;

E. whereas, at a joint public hearing that took place before the Women's Affairs, Human Rights and Justice Committees of the House of Representatives on 14 February 2007, a large group of civil society organisations expressed their concern at the human rights implications of the bill and its unconstitutionality, the UNAIDS representative in Nigeria highlighted the negative impact of the bill on HIV/AIDS prevention, and the Nigerian Human Rights Commission expressed similar concerns, raising doubts about the need for such legislation,
