This Decision establishes the Sixth Community Environment Action Programme. It lays down the objectives, timetables and priorities, the main avenues of the strategic approach and the four areas of action as described by the Communication on the Sixth Environmental Action Programme of the European Community, "Environment 2010: Our Future, Our Choice".

(7) The Commission, in its Communication of 24 November 1993 on the framework for action in the field of public health, identified, inter alia, the prevention of injuries as an important area for action in the public health field; in this framework on 8 February 1999 Decision No 372/1999/EC of the European Parliament and of the Council was adopted on a programme of Community action on injury prevention(11).

It is argued that all measures of Community enterprise policy should respect eight guiding principles, which are derived from basic considerations relating to public intervention in the market economy and the broad framework of Community reform: - action should be designed to stimulate enterprise by reinforcing the functioning of market forces, - financial support can only be justified to correct market deficiencies, - action at Community level should not duplicate national or regional measures, (*) COM(88) 241 - partnership should be encouraged between the private sector, public authorities, universities etc. and between different regions of the Community ; - existing structures should be used to implement Community policies ; - action should recognise the wide range of institutional and cultural structures in the Community ; - action should impose on business a minimum of constraints ; - in some policy areas, it may be appropriate to provide specific exemptions or special conditions for SMEs.

The Commission will also attach top priority to implementation of the strengthened procedures for mutual assistance in customs and agricultural matters. It will consider the possibility of extending the system of administrative penalties to all areas of the budget. It will set up task forces in sensitive areas where the complex nature and transnational dimension of fraud generate the need for a specific structure at Community level. 6.5 STATISTICS The Commission intends to maintain an efficient European statistical system to provide it with the figures it requires to meet the new challenges facing the Community. Action will continue under the 1994-97 statistical programme to develop a Community statistical area by establishing a set of standards, methods and organizational structures for the production of comparable, reliable and relevant statistics throughout the Community. The proposal on structural statistics on businesses that was planned under the 1994 legislative programme will also be finalized. The overall aim is to provide the institutions and Member States with the information they need to implement, monitor and evaluate Community policies and to supply all those in the economic and social sphere with essential data (i) Main new initiatives and legislative proposals - Monetary and financial indicators; structural indicators. - Community balance-of-payments data-gathering system.

INTEGRATED COASTAL-ZONE MANAGEMENT The Council approved the Resolution on a Community strategy for integrated coastal-zone management as set out below". THE COUNCIL OF THE EUROPEAN UNION RECALLS its Resolution of 25 February 1992 on the future Community policy concerning the European Coastal zone; UNDERLINES once more the need for a Community strategy for the integrated management and development of coastal zones, based on the principles of sustainability and sound ecological and environmental practice; RECALLS that such a strategy is also provided for under the fifth Community programme of policy and action in relation to the environment and sustainable development (1), which singles out coastal zone management and conservation as a priority matter, and EMPHASIZES in this connection that this task should be undertaken in a spirit of responsibility-sharing; WELCOMES the progress already made by several Member States at national level towards the implementation of an integrated coastal-zone management strategy; (1) OJ No C 138, 17.5.1993. RECOGNIZES also the contribution that a number of existing Community measures, including the implementation of the Directive on the conservation of natural habitats and of wild flora and fauna (2), the Directive on the conservation of wild birds (3) and the Directive on the assessment of the effects of certain public and private projects on the environment (4), together with the use of certain appropriate financial instruments, could make to such a strategy; RENEWS its invitation to the Commission to propose within six months at the latest, with a view to strengthening co-ordinated action in this area and in accordance with the principle of subsidiarity, a Community strategy for the integrated management of the whole of the Community coastline that, while taking account of the specific problems and potential of the different zones, will provide a framework for its conservation and sustainable use; UNDERTAKES to examine such a ...

The communication analyses the various aspects of air transport incidents and accidents and suggests Community action that could be taken in three main areas: (i) Community action in the field of mandatory incident reporting systems will concentrate on research into a system for coordinating existing data bases; (ii) Community action in the field of confidential voluntary incident reporting systems will focus on setting up a European system; (iii) in the field of accident investigations, it will be necessary to adapt existing regulations, establish the criteria for the basic structures in each Member State, provide for basic and further training for investigators, reinforce investigation bodies, establish closer contacts between the heads of these bodies, create a Community task force, study the possible creation of a disaster fund and improve the dissemination of information.
- 2 - Cette communication analyse les différents aspects liés aux incidents et aux accidents d'aviation et suggère un certain nombre d'actions communautaires à entreprendre dans trois domaines principaux : - dans le domaine des système obligatoires de rapports d'incidents, l'action communautaire portera sur l'étude d'un système de coordination des bases de données existantes; - dans le domaine des systèmes confidentiels de rapports volontaires d'incidents, l'action communautaire visera la création d'un système européen; - dans le domaine des enquêtes sur les accidents, il s'agira d'adapter la réglementation existante, d'établir les critères des structures de base dans chaque Etat membre, de permettre une formation et un perfectionnement des enquêteurs, de renforcer les organismes d'enquêtes, d'établir des contacts plus étroits entre les responsables de ces organismes, de créer une "Equipe de renforcement" communautaire, d'étudier la création d'un fond catastrophe et de prévoir une meilleures diffusion de l'information.
