Annex 1A to the Agreement establishing the WTO (hereinafter referred to as the WTO Agreement), approved by Council Decision 94/800/EC of 22 December 1994 concerning the conclusion on behalf of the European Community, as regards matters within its competence, of the agreements reached in the Uruguay Round multilateral negotiations (1986 to 1994) , contains, inter alia, the General Agreement on Tariffs and Trade 1994 (hereinafter referred to as the GATT 1994), an Agreement on Agriculture (hereinafter referred to as the Agreement on Agriculture), an Agreement on implementation of Article VI of the GATT 1994 (hereinafter referred to as the 1994 Anti-Dumping Agreement) and an Agreement on Subsidies and Countervailing Measures (hereinafter referred to as the Subsidies Agreement).
L’annexe 1A de l’accord instituant l’OMC (ci-après dénommé «accord sur l’OMC»), approuvé par la décision 94/800/CE du Conseil du 22 décembre 1994 relative à la conclusion au nom de la Communauté européenne, pour ce qui concerne les matières relevant de ses compétences, des accords des négociations multilatérales du cycle de l’Uruguay (1986-1994) , contient, entre autres, l’accord général sur les tarifs douaniers et le commerce de 1994 (ci-après dénommé «GATT 1994»), un accord sur l’agriculture (ci-après dénommé «accord sur l’agriculture»), un accord sur la mise en œuvre de l’article VI du GATT 1994 (ci-après dénommé «accord antidumping de 1994») et un accord sur les subventions et les mesures compensatoires (ci-après dénommé «accord sur les subventions»).

This procedure, including the method of calculating the ‘trigger volume’ is in conformity with Article 5 of the ‘Agreement on agriculture’ of the Uruguay Round on International Trade.

(7) The introduction of specific measures for the Community as regards ethyl alcohol of agricultural origin requires the establishment of trade arrangements at the Community's external borders. Trade arrangements involving a system of import duties should, in principle, stabilise the Community market. Those trade arrangements must be based on the agreements concluded during the Uruguay Round of multilateral trade negotiations.
(7) L'introduction de mesures spécifiques pour la Communauté dans le secteur de l'alcool éthylique d'origine agricole implique l'établissement d'un régime d'échanges aux frontières extérieures de celle-ci; un régime des échanges comportant un régime de droits à l'importation est de nature, en principe, à stabiliser le marché communautaire; ce régime des échanges repose sur les accords conclus dans le cadre des négociations commerciales multilatérales du cycle d'Uruguay.

1. In order to prevent or counteract any adverse effects on the Community market caused by imports of certain agricultural products, imports of one or more of such products at the rate of duty laid down in the common customs tariff shall be subject to payment of an additional import duty if the conditions in Article 5 of the Agreement on Agriculture concluded under Article 300 of the Treaty in the framework of the Uruguay Round of multilateral trade negotiations are met, unless such imports are unlikely to disturb the Community market, or where the effects would be disproportionate to the intended objective.

Afin d'éviter ou de réprimer les effets préjudiciables sur le marché dans la Communauté pouvant résulter des importations de certains produits agricoles, l'importation, au taux du droit prévu au tarif douanier commun, d'un ou de plusieurs de ces produits est soumise au paiement d'un droit à l'importation additionnel, si les conditions découlant de l'article 5 de l'accord sur l'agriculture, conclu en conformité avec l'article 300 du traité dans le cadre des négociations commerciales multilatérales du cycle d'Uruguay sont remplies, sauf lorsque les importations ne risquent pas de perturber le marché communautaire ou que les effets seraient disproportionnés par rapport à l'objectif recherché.

As everyone knows, we will embark on negotiations to follow on from the decisions taken during the Uruguay round, at least on the issues of agriculture and services. This will be known as the ‘built-in agenda’.

– (ES) Mr President, ladies and gentlemen, it is reassuring to know that in negotiations as important as those with the World Trade Organisation, the Fifteen Member States have adopted a common position in order to establish, in the area of agriculture, stable ground rules which will allow fair trading on the world scene and to face the challenges of the new Millennium with a clear purpose. We can do this because we have based our position on those adopted at the time from the agenda of the agriculture agreement of the Uruguay Round and at Agenda 2000 in Berlin, as well as on maintaining the multifunctional nature of agriculture
