Um dieses Problem anzugehen, hat die Kommission eine Initiative zum Aufbau regionaler Kapazitäten ("Regional Capacity Building Initiative", RCBI) in die Wege geleitet.
Om hiervoor een oplossing te vinden heeft de Commissie het Initiatief voor regionale capaciteitsopbouw ingesteld. Gezien de verbetering van de kwaliteit van de projectvoorstellen die hierdoor in 2001 is geconstateerd, overweegt zij de looptijd van het initiatief te verlengen.
