The Union ought to maximize its efforts in facilitating the access to available resources - within the ceilings of the agreed multiannual financial framework 2007-2013 - for beneficiaries on the ground and we should therefore particularly improve and simplify measures in order to accelerate the implementation of structural and cohesion funds.
